For non-recurring packages, the user will receive an invoice.
The invoice will have a link to pay.
If not paid, the listing will expire.

Option B is being considered as part of the GD Pricing Manager.
If you want to send renewal notices, do not create recurring packages.
Just create a package that lasts for a year, but is not automatically being renewed.
Make sure NOT to tick the recurring option.
The developers don’t work in the weekend but will get to your question when they come back online.
Renewal emails are sent to packages that require manual renewal, because the user has only paid and agreed to one period.
Renewal emails are not sent if a user has already agreed to be re-billed as part of a recurring package.

The first one is the confirmation of the subscription contract, it is not an invoice that requires payment. That is why it is set to “paid” immediately.
The second one is the invoice for the first payment of the contract.
You can always create an invoice for yourself, and/or not send the invoice.
Then you can check it out by refreshing the invoice.

You can add Items to Invoicing that are not GD related, for example if you do not use GD, or you also use Invoicing to sell other things than GD Listings.
For invoices for GD to work correctly, your users need to order the package from the frontend.
