You can issue invoices and set them to paid when creating the invoice, if you do not require payment.
Or use the “Bank transfer” payment gateway to give payment instructions that do not involve a payment gateway.I am not sure I understand the question though, I am not sure what a “billing invoice” is. Do you mean a receipt?

If you are registered for VAT it should always be activated. You cannot choose when to collect VAT or not, and your customers cannot choose if they want to pay VAT or not. Only by entering a valid VAT exemption number can they pay zero VAT.
If you are not registered for VAT, you should turn it off.

Hi Suzy, I am guessing you have a recurring item that renews monthly.
One option that would work is to create 12 different discounts, and allow them to be used once per user. Then give those 12 codes to your beta testers.
“Max Uses” is for the discount code, not per user. So if you would have 10 testers, you would need to set it to 120. That would be another solution.
The only other possibility I can think of is to set a end date which will mean that some testers will get to use more discounts than others.
